Ingredients
32 Caramels
1 small can evaporated milk
1 cup flour
3/4 cup uncooked oats
1/2 cup packed brown sugar
1/2 tsp baking soda
1/4 tsp salt
3/4 cup butter
6oz semi-sweet chocolate chips

Instructions
Melt caramels with evaporated milk in double boiler or heavy sauce pan over low heat.
Sir together flour, oats, sugar, baking soda and salt.
Cut in butter until mixture is crumbly.
Reserve 1 cup.
Press remaining crumb mixture on bottom of greased 9x13 pan.
Bake at 350 for 12 minutes.
Sprinkle chocolate pieces over baked (hot) crust.
Spread caramel mixture over chocolate.
Sprinkle remaining 1 cup crumb mixture over top. Bake 20 minutes longer.
Chill until cooled.
